Bragg Boulevard Corridor Plan

Bragg Boulevard is part of a network of major and minor streets connecting the heart of the Fayetteville, NC region—downtown Fayetteville—with Fort Bragg U.S. Army Base, the region’s major employment and economic driver. Currently, transit options between these two key destinations are limited, accommodations for bicycle travel are not present, and pedestrian travel is difficult due to numerous gaps in the sidewalk network. The Bragg Boulevard Corridor Plan presents a concept for the transformation of Bragg Boulevard into a multimodal corridor that strengthens mobility, accessibility, and prosperity for the region.

Planning Communities served as the prime consultant on this project. The firm conducted a field review of the study area and prepared a report analyzing existing land use, economic, and community characteristics in the study area, as well as an assessment of current transportation conditions and opportunities along the corridor. In addition, the firm led the community outreach and public involvement tasks, including the formation and facilitation of a project Steering Committee, creation of outreach materials, development of a branding and project identity, and interviews with key stakeholders.

As part of this effort, Planning Communities led a multi-day planning charrette, facilitating interactive exercises to engage stakeholders and members of the public in articulating a shared vision for Bragg Boulevard. Staff facilitated a series of stakeholder focus group sessions focusing on a variety of topics, including corridor goals, land use, transit, cultural activities, and bicycle and pedestrian activity. Interactive mapping exercises allowed participants to tag priority issues and locations of concern on maps of the Bragg Boulevard corridor, providing a creative venue to identify what works well in the area, what could be improved along the corridor, and how community members want to see Bragg Boulevard transformed. The feedback from these participatory sessions informed the next rounds of plan alternatives, reinforcing the productive feedback loop of the charrette. Planning Communities prepared the final Bragg Boulevard Corridor Plan, which recommends an Activity Center and Multimodal concept for Bragg Boulevard.

This concept leverages the connections between land use and transportation to encourage multimodal travel and supportive development along the corridor. Land use recommendations are focused around activity centers and transit hubs that are tied to public transit investments along the corridor. Phasing strategies for the recommendations are identified in the Corridor Plan, as are various funding strategies for achieving the vision in an incremental fashion. The recommendations made respond to the corridor goals, creating an implementable framework for the community- and stakeholder-based vision developed during the charrette.
